The quantum event in Solar City had bestowed superhuman powers on many citizens of the city. Some used their powers for good; some for evil.
Perhaps the most perverse was the Costumer, who could imbue clothes with mind-altering powers. He operated exclusively in creating iconic costumes for the new wave of women superheroes. Any woman who saw one of his costumes became possessed of a desire to own one. Any woman who wore one would be gradually altered by it, finding her sex drive increasing, her suggestibility growing, her obedience deepening, and her intelligence decreasing.
Within a month of donning one of the Costumer’s works, a female hero would be little more than a super-powered fuckdoll for the city’s criminal element, driven to patrol the city looking for someone to overpower and rape her, day after day, night after night.
Those who came back for a second costume would receive a suggestion to get breast enhancements so that their costume would look even better on them, and once they returned with giant fake tits they would be given a new outfit that increased their need for pain and degradation, and gave them a strong urge to publicise their humiliation so as to be a good role model for Solar City’s young women…

Wait, *any* woman? What does he do with villainous superwomen and unpowered women? Politely decline? Or does the “want-to-wear-one” effect only affect heroic powered women?
The implication of “He operated exclusively in creating iconic costumes for the new wave of women superheroes” is that he’s only showing his merchandise to such women, possibly by appointment only or in an exclusive boutique.
Regular women on the street may want to wear one of his costumes when they see a heroine wearing one, but there’s only so many of these things he can make and his fetish is corrupting female heroes.
